Third country cargo which is entering the EU, can’t be traded freely. First, the payment of VAT and import duties needs to be fulfilled. This means that all cargo need to be customs cleared before it can be traded.
Basically, all cargo needs to be customs cleared when arriving in the sea ports before it can continue its journey to the destination. Practically, this would lead to a lot of delays and administrative workload. To avoid this, it is possible to transport containers without the cargo being customs cleared by using a T1 document. This document shows that the cargo is not yet cleared for free trading but is free to transport under customs supervision.
The cargo can be customs cleared when arriving at a customs office or the warehouse. This has an administrative- and a liquidity advantage.
